Han van Dijk is Personal Chair Sociology of Development and Change group and Researcher at Wageningen University/African Studies Centre, the Netherlands. He previously worked as Scientific Director at CERES, Research School for Resource Studies for Development.
With so many conflicts emerging in Africa, the connections between these conflicts are becoming important. While conflicts are influenced by a diverse array of factors at local, national, regional and international levels, there is a need for policymakers to understand the way conflicts that extend across borders influence each other.

The summary of the IOB report offers a set of familiar considerations, criticisms and conclusions. It is a shame that the decades-long Dutch expertise on rural development has been destroyed by the new priority focus on sector programmes. The first priority of Dutch policy should be to create political stability and security. The second priority should be those areas that are most problematic, including urban areas.
