Marcus Leroy
After university studies in Ghent (Belgium) and Montpellier (France) and 4 years at the National Agricultural Research Institute of Burundi, Marcus Leroy occupied leading positions in the Belgian Development Cooperation Programs in Rwanda, Indonesia, Congo, Southern Africa, Vietnam, Cambodia, Lao DPR and the Philippines and at the Permanent Mission of Belgium to the United Nations in New York. He retired in March 2011.
For many decades development aid of western donors has been pretty well shielded from probing questions by the public opinion and politicians. Development aid was, and to some extend still is, essentially seen as “helping poor people”, a charitable activity that is inherently good and respectable and doesn’t need any further examination.
