The notion that authoritarian Arab regimes, especially the existing monarchies, are quite resilient, gained traction in recent years. Authoritarian regimes, the theory goes, are able to ‘upgrade’ themselves by adapting to changing circumstances and by learning from the experiences of their counterparts.
