Thomas de Hoop is an evaluation officer at the International Initiative for Impact Evaluation (3ie). He works on the review and quality control of impact evaluation research proposals. For his PhD at the Centre for International Development Issues, Nijmegen, the Netherlands, he conducted research in Ghana, India and Peru. He will defend his dissertation “How context matters for development effectiveness: A study into social norms and heterogeneous impacts” on 24 January 2025 at the Radboud University Nijmegen. Publications include papers in Social Science & Medicine, The Developing Economies and Nonprofit and Voluntary Sector Quarterly.

How context matters

There is currently too little understanding of how context matters for development effectiveness. As a result, few donors manage to move beyond rhetoric and continue to implement blueprint approaches for development effectiveness.
