Klemens van de Sand
Dr. Klemens van de Sand, a consultant for German Watch, started his professional career as a staff member of the Konrad-Adenauer- Foundation in Indonesia. He has worked with the German Federal Ministry for Economic Cooperation and Development (BMZ), for almost 30 years, holding positions such as commissioner for human rights, head of the Department for Development Policy, Research, Evaluation and Donor Coordination and commissioner for Asia. In addition, he was chairman of the OECD-DAC Working Group on Participatory Development and Good Governance, and Assistant President of the International Fund for Agricultural Development (IFAD) in Rome, Italy.
In the late 1980s, in response to the increasing criticism of the ineffectiveness of German development programmes, a number of new approaches and principles were included in German policies relating to development cooperation.
