Mikaela Gavas is a programme leader Development Agencies and EU at the Overseas Development Institute (ODI). She is a respected authority on government strategy, organisational structure and development policy, and a leading specialist on European Union development cooperation. She has over fifteen years of experience in research, policy, advisory and public affairs roles in political and parliamentary environments. She leads ODI's Future Development Agencies programme and the European portfolio. She has worked as a strategy adviser to development agencies, including in Italy, Korea, Qatar, Switzerland and the UK.
