Pro-poor strategies that are inclusive should be funded primarily by domestic sources, because foreign savings and investment tend to be volatile and difficult to target. However, this can be a problem for the very poor countries.

Alfredo Saad Filho is a professor of Political Economy at SOAS, University of London. He has degrees in Economics from the Universities of Brasilia (Brazil) and London. Mr. Saad Filho has worked at universities and research institutions in Brazil, Canada, Japan, Mozambique, Switzerland and the UK, and was a senior economic affairs officer at the United Nations Conference on Trade and Development (UNCTAD). His research interests include the political economy of development, industrial policy, neoliberalism, and alternative economic policies.
