Sofie Bouteligier is a research fellow at the Institute for International and European Policy (University of Leuven, Belgium). She is finalizing a PhD on ‘Global cities and networks of global environmental governance’, which investigates how today’s major cities cooperate with each other on urban environmental issues in inter-city networks and explores whether and how cities can function as strategic places for global environmental governance.

The concept of sustainable development has been rearing its head in international, national and local policy debates for almost 25 years. And yet the precise meaning of the concept is still elusive. It is vague and difficult to actually put into practice. That’s why policy makers, civil society activists and scholars use it with reserve. But what is the history of the concept, and what does its future look like?
