Robert D. Atkinson is founder and president of the Information Technology and Innovation Foundation (ITIF). He is also a nonresident senior fellow of the Metropolitan Policy Programme of Brookings, and serves as co-chair of the White House Office of Science and Technology Policy’s China-U.S. Innovation Policy Experts Group and as a member of the U.S. State Department’s Advisory Committee on International Communications and Information Policy.
